If they really want to incentivize EVs, then a buyer should be eligible if they purchase after the program start date regardless of when the car was ordered. It does not make any sense that orders placed before the program start date did not expect an incentive. It was stated in Dec/Jan when the old program ended that there'd be an incentive program starting in summer 2021, so this was known. Orders were placed in anticipation of a possible incentive.

Regardless, for those who really want a $2K to $5K incentive (and who wouldn't), they would just cancel orders or refuse orders when they arrived and simply buy another available car. This won't increase the number of EVs purchased but just cause a churn that may be advantageous to dealers who want to add ADM but not to the public who might want to buy an EV.

Thanks for the heads up. It looks like the first FAQ that mentions the lack of funding and program start during the summer of 2021 hasn't changed.

The second FAQ that asks what date will my purchase / lease need to start to be eligible appears to be changed. It used to say after program start on July 1, 2021. Now it reads:

"Vehicles ordered, purchased or leased after the launch of the point-of-sale program will be eligible for the incentive through participating dealerships."

Duh. Talk about the total lack of any useful information!

At the Stakeholder Meeting, several people asked about this and BPU was wishy-washy in its answer. They really need to start telling people when it's restarting, especially dealers since they are supposed to be the ones applying the incentive during the purchase.

I would also think that BPU needs to very soon broadcast its final decision on the incentive, such as whether the "soft cap" exists and if their is a "flat rate" for the PHEVs--none of this is set in stone.

Given these issues, all of us Jersey residents should get on the phone with our state reps and complain. If you want to light a fire under BPU, get legislators to start asking questions about what's going on with the law they passed and the money they're about to vote on in the budget. I'll be calling mine on Tuesday.

In the latest move, there’s now some sort of portal linked below. It requires some sort of access token for vehicles bought “before the POS” launches. I am hoping this means that even if dealer systems aren’t ready for a POS rebate on July 1, the program may actually begin on that date with a mail-in rebate option similar to phase 1. Key word: Hoping :)

Interesting…that would be nice if you could apply on you own before dealer is equipped and trained up. In speaking with dealer it seems many are not going to be ready even if it starts in July / August besides Tesla and maybe some large dealers.

There was also talk in that straw meeting of allowing out of state purchases. Maybe this site would be used for that too.

Where would you get token? From
dealer or state? If dealer is not equipped for rebates, will they be able to generate tokens?

Bigger question should deals be postponed to July 1st to have this possibility?

This could be a good sign.

Also, not sure if anyone caught it during the stakeholder meeting, but BPU staff did mention offhand they were still "considering" rebating people who bought after the funds were exhausted. It was just a comment and there is nothing mentioned of it in the slides.

You know, after thinking it over, maybe I'll kick some tires at some dealerships again this week and see if anyone is willing to "split" the upcoming tax credit with me to "buy today." I have no idea if the state is going to get its act together soon and all these available Mach Es could be gone in a week after the program starts. I had zero luck doing so a few weeks ago, but it doesn't hurt to ask.

See below dealer enrollment webinar from June 8. According to the Tesla forum tracking this drama, dealers received an email today that they can enroll in the POS portal (webinar at 17:15 indicates enrollment opens "at least two weeks" prior to program launch so dealers could be ready for day 1 launch). That technically could be a July 1 launch...or later ?. I emailed my dealer today for any info on program status and he responded that they are waiting for state budget approval.



I saw in another post/different state incentive that at least one dealer was willing to reduce MSRP price to get it under the cap. This approach would really benefit some Select trims that are mere hundreds over the proposed soft cap since delivery/destination is excluded from MSRP per NJ. Otherwise, only the base select RWD can get the full $5k.

I don't think this is accurate, at least not for the NJ rebate. The language is pretty clear that this is a No-No. MSRP is set by the manufacturer, not the dealer.

From the Charge Up site:
" The Board reserves the right to seek all available legal remedies if manufacturers adopt separate MSRPs for New Jersey that differ from the MSRP associated with the same car in other states or otherwise attempt to circumvent the statutory language. "

I saw that too. It's been so long since I bought a car that I forget what what's printed on the sales papers (MRSP vs. vehicle sale price, etc.). Was hopeful there was a way, but seems not. Losing $3,000 for an MSRP $895 over the soft cap is painful for me. My other half is going with the Kona EV just for that reason. A phase-out incentive makes so much more sense than $2k vs $5k cutoffs.

I know the soft cap was proposed but do know for sure they've adopted that at this point in time?

I know -- you can only get a BASE select with nuttin' and get the $5K. Absolutely stupid. This makes picking just one single option, like tech, AWD, comfort, or anything else cost you over $5K. Absurd. I hope they do the gradual phase-out not this arbitrary nonsense.

But I'm less hopeful. The same people that thought it up in the first place are the same people who will make the final decisions. Now if Ford would only reduce the price of some options...

Update--NJ budget is scheduled to be passed Monday, June 21 (it's currently scheduled for a vote). Assuming the Governor signs it right away, which is likely, I would (hope) that BPU will finish up/publish what the heck they're planning on doing.
Does that mean I'll finally get my $5k soon?
