Depends on the parameters used. But yes, if starting from scratch and not worrying about sporadic supply and storage and sunk costs and all of that, solar can end up as the cheapest pure source. Especially large solar farms that can take advantage of economy of scale.Maybe not in all cases yet, but solar is now the cheapest energy in many areas around the globe:
