They are opening it up because the government is giving them a “truck load of money” to do so.
Yeah, on new locations, it's possible. But remember that the rules for getting grants are to provide a credit card reader and to not require an app to charge. It's not only the cable that will have to change...

They’ll probably setup a separate payment kiosk like they do at parking lots

Sounds like they have them well positioned then. You don’t need them where you live or travel regularly, you need them in between destinations you will drive long distances to.
Nope. The one to the south is in a good spot but the one north of me makes little sense as far as tourist traffic routes go.

Except that there will be no way to "not return it". It won't release from the cord until the other end is locked to the pedestal. The adapter will either be locked to the pedestal or locked to the cord at all times.

The sooner we get rid of proprietary networks the better for everyone and EV adoption in general
The sooner they just put credit card swipes on the chargers, and get rid of proprietary apps and such, the better it will be for adoption. Chargers should work like gas pumps (without the annoying TV commercials 😀)

Yeah I do use an app to pay for gas exclusively now but that’s like once a year haha

I don't see why Tesla would open up SC without heavy government subsidies. It's their competitive advantage and nobody helped them build it, and it's a major marketing feature. They almost bankrupted to execute the vertically integrated model that today every manufacturer would kill to have.
Why open this up, if not for truck loads of money?
Two ways to think about this: 1) Tesla opens up the network, makes a ton more revenue, and boosts their share price, or 2) Tesla opens up the network and alienates their loyal customers who bought a Tesla largely due to the SC network. I think there's a solid business case to open the network in a way that doesn't alienate their customer base.

I think they slowly add CCS-compatible posts in rural locations where superchargers sit mostly unused (like virtually any SC station I see on road trips through the Midwest US). This keeps them from angering Tesla faithful in the beginning and allows for a gentle transition.

I think Tesla will also command a price premium for non-Teslas (probably via a monthly subscription), and I'm completely ok with that. This helps bridge the gap in the DCFC charging network until other charging companies can catch up. Meanwhile, Tesla is paying a TON for monthly demand charges for those rural stations, so they might as well get some revenue for it.
