@Snakebitten you could try to download on a 4g/5g connection so bypass the wifi entirely ? Just to see if the modules download.

Looks like the same issue i got with FDRS, in my case it was the wrong language version installed. An older FDRS version also helps.

Do you mean the circle around the car that expands after you set the cruisecontrol ? Yes we lost that quite a few months ago. I think i read somewhere that we will get it back with the BC 1.3 preparation.
