I have tried both automatic and manual, both with e heat engaged

I have 21 rwd er and e heat does not work at all since two weeks. What can it be and how to fix. Live in Sweden and temp is below 30F all the time. Note that electricity consumption went down as e heat stopped working. Also there is no warning.
