This must be the location. I was there a month ago. There was one Tesla and one Mach E charging. One spot open and the rest had parked Teslas. Didn't Tesla offer free charging AND free parking?
This series of articles is from CalMatters - an independent, online news organization that make an attempt to provide information, not affirmation. Nadia Lopez, formerly from the Fresno Bee, put together this four-part series that delves into the "high weeds" of EV transition...
Walmart has advantages. They have a big parking lots with extra space. They have really BIG wires supplying power to the complex. Semi-captive audience with limited options. Minimally invasive infrastructure with the most efficient cost/benefit.
There is backroom animosity between Wyoming and California politicians. It goes back to when Wyoming wanted to sell power from upcoming wind farms to California. California didn’t want it because they figured Wyoming’s power usage would be offset by coal power. And it was too hard to get...

Probably dust burning off when you first turn it on. The heater is a PTC (positive temperature coefficient) electric heater which is a combination heater core and four-slice toaster.
The Grainger Bryant socket is the best choice. The socket has a larger diameter so you will need a 2.47 inch cover plate such as a Leviton from Ace Hardware. (DON'T buy the socket!)
