No, It will read some random minimum speed limit sign or suggested speed limit sign and slow the vehicle down to that. It's a stupid option to leave enabled by default and does not work as intended. It has to many false positives to be relied on reliably.
My 2023 GTPE does not have a toggle to turn Speed Sign Recognition on or off. It always shows the current speed limit on the small screen in front of me.

What is the SOC of your 12v battery? I think this might be happening because the SOC of your 12v battery is to low. Ironically the update the vehicle is trying to install solves this issue.
It is always running in the background. You had two members suggest you turn off "Destination Suggestions". I suggest you try it and see if it solves your issue.
Are you using the Ford navigation? If you are go into your navigation settings and turn off "Destination Suggestions". It's under the notifications menu.
The start, lock, and unlock doors function uses a cellular connection not bluetooth like PaaK does. Once you update your Pixel try deleting your current PaaK and setting it back up and it should work.

You need to drive it more and for longer periods of time to recharge the 12v battery. Ford vehicles are known for going into a Deep Sleep mode which eventually kills the 12v battery.
The cheapest rate will depend on how much L3 charging you do. Do you do it often like 3-5 times a month? If so then yes the Tesla membership will be cheaper. Do you only L3 charge a few times a year when going on long trips? Then no it won't be cheaper.

Here is one more confirmation that the February update fixed whatever the January update broke.
I used the instructions listed in FP to reset PAAK on my P7P and so far it is working again. After multiple phone resets and toggling BT on and off my phone is still able to connect to the vehicle.
That stupid f'ing "Predictive Speed Assist". Who in their right f'ing mind at Ford thought this would be a good idea to leave on by default? Did they even drive the goddamn car down the interstate with this enabled??? Surely not because if they did they would have realized just how bad it is.
