I have successfully charged at IONNA and MB HPC, but I cannot say for sure if the car was on or off.
The IONNA site that failed was the first time that I was not able to charge at all. (No issue as there was an EA and a Tesla site 2 miles away.)

I also do a road trip about every other month, so the BMS sees >90% and <10% regularly.
