Yes, it's been speculated that Ford split that package out into an option to keep the base price of the GT (and GTPE since the Performance pack is technically an "option" too) under $60k for places like California that cut state rebates above that threshold.
Shouldn't we theoretically be reaching the end of the "six-week delay" that was forecast in the email from Ford? I know nobody can answer this question, just spitballing. It seems like if mid-July was when the delay started (again, just speculating) we should be seeing movement any day on these...

I agree this is interesting and is the most likely scenario. And this would be very easy to test from one of the current owners. Just cruise on the highway at 70 or 75 and punch it, should be VERY easy to tell how it pulls for a few seconds.
