I get the same. The kicker is if you lower the EV credit to say 7000 the the charger credit starts showing. Looks like a bug in the product (limiting total rebate)...
If you pay taxes during the year, you would still be entitled to a refund. It’s not how much you have to pay, it’s how much taxes you had to pay for the entire year.
I’ve found that these updates only download over cellular so I ended up turning off wifi and running the car 15 min 2x a day these past 3 days (due to the ice storm)
There is a setting that allows for remote start when unplugged BUT, it won't condition the battery and uses a lot of energy, so not advised.

My 22 Premium actively monitors traffic and will change the headlight pattern to avoid cars (both high and low beams) It's pretty amazing to watch. (either that or I am loosing my mind)
