I have found the GameSnack app through my AA connection but don't recall ever signing up or being a part of the beta program, so I believe it is now available to all.
I checked out the installation instruction and each tower needs 2 40 amp circuits, to power each cord. Once connected to the ChargePoint network, the owner sets charge fees. If you set up at home you simply don't charge a fee.
