Well I just got lucky. I stopped by the dealer today to ask about changing my converted 2022 order from a Select to a Premium, and they just so happened to have a 2022 Premium available that someone walked away from. Iced Blue Silver instead of the Star White that I ordered, but with no markup...
I have a dealer ordered (so no website tracking) 2022 that is still unscheduled. My dealer doesn't know if it's going to be rolled over to a 2023, and Ford chat tells me the order is still unscheduled/clean with priority code 01. Thanks Ford 🙃
The only "official" information that's been sent so far AFAIK is this:

The most relevant part is this:
It sounds like that hasn't happened yet, and until it does, everything is just speculation.
If you have two different orders in the system, then your salesperson is doing something wrong:

No power liftgate on the Select, you can check the order guide: https://www.macheforum.com/site/threads/latest-2023-mach-e-order-guide-updated-monthly-u-s-canada-tbd.21000/
I'm hoping that this is just another instance of Ford failing at communication, and the salesperson being misinformed. If the "private offer" is really what was posted above, it's a joke.
When Ford put similarly large price increases in place on the F150 Lightning, the private offers apparently matched up exactly with the price increase:
2023 Ford F-150 Lightning Price – August 9
2022 Ford F-150 Lightning Price – August 9...
How does the private offer work if there are any spec changes to the order? If I have a Select ordered, but I want to change to a Premium due to the 23 Select losing features, do I get the 22 Premium price?
These "private offers" that Ford is going to send out better be REALLY good given the price increases, loss of features, and potential loss of tax credit
