Didn't think there was a way to disable the seat belt chime. Why would you? Best thing to do is fasten your seat belt before you hit the start button, then the chime won't play.

A cold battery results in lower efficiency. If I leave home with a cold battery to just run errands, say 20 miles of driving, I will come home at a lower percentage than if I had precondition. I'm not disagreeing with the math of the small amount of kw but I think a warm battery is better.

Eliminate the Fed and State tax and put in a miles/weight yearly assessment. Most states have inspections so recording the miles is already being done. For the states that don't inspect, they should, and could easily record the miles.
