Only time I've ever gotten a "no front plate" ticket was by a meter maid in SF on my GT350. Also, it's a fix-it-ticket, you can demonstrate to a police officer that you have mounted it and they reduce the cost (i did so...with zip ties through the grille)
Pretty sure the front plate bracket is a factory-installed part for vehicles being delivered to states that require them. If other Ford vehicles can be used as reference, this will be either via three small screws through the paint and plastic, or 2 aluminum rivets. AFAIK there’s no way to avoid...
