I believe this did get released in FDRS to 2022 cars first, and then showed up for the rest a week or so later. So that may have been correct on that day.
I think if you do the IPMA update, it disabled the extra features in the asbuilt, which is why the switches turn on and then turn right back off. Sync just sees it can't enable them and goes back to disabled.

They know of this issue and are working to resolve it. No timeline on that though.
Another reason doing FDRS updates as soon as they show up isn't a good idea.
I've seen several cars that aren't showing the newest APIM. Mostly 2021 and 2023s.
There is currently no way to resolve that but wait for Ford to figure it out on the back end.
Using charge assist currently does *NOT* precondition going to a charger. It doesn't send the info to the nav correctly to get that part to work. You'll need to choose chargers in the Navigation app for that to work.
There have been a few reports lately of Electrify America not reporting the correct kWh delivered. You may need to report it to electrify America or Ford since it sounds like you used BOCN to pay with the free credit. Something definitely didn't calculate correctly.
One downside to the update clearing all DTCs, is if you are running with the SVS power limitations for the HVBJB issue, it clears that too and takes away the power limit.
This feels more like an FDRS/laptop issue based on your description.
What I would do next, is delete the cached update files.

Choosing a charger from Charge Assist does *NOT* work for preconditioning, as it just sends coordinates to the GPS, and it doesn't recognize that as a charger.
That EA station, was it from the list of chargers in the NAV, or just from where you've selected it from Charge Assist in the past?
It should still precondition the battery as long as it was a known charger when the subscription was active.
Agreed that it is a pain, but its a work around if someone doesn't want to pay the $80 a year for that feature.
You should still be able to find the chargers in the NAV as a POI. New chargers will not be added and offline chargers will not be removed without an active subscription though, and of course no real-time info at all. The data will be stale from when your subscription ended.
