I share the same opinions, although my list of Mach-e flaws is longer and includes grabby brakes and brain piercing high frequency sounds in the cabin. I'm still leaning towards the XC40, despite the cost premium. It's the XC40's lower range that gives me pause.
From your tcpdump we can see that the Mach-E does suggest a hostname, but also asks for it to be returned.
Discover:
Hostname Option 12, length 11: "mdm9650-tcu"
Parameter-Request Option 55, length 11:
Subnet-Mask, BR, Time-Zone, Domain-Name...
Did it result in a hostname being provided in the offer?

I see it - the IoT network has a typical netmask, so I agree that's not likely the problem.
I also see that there is no traffic after the DHCP offer, and a few seconds later the MME tries again. So it seems clear that in your case the DHCP offer itself is unacceptable to the MME.

I'm surprised to see that the USG is offering a net mask of 255.255.0.0. Unless it's driving an office building, that's too big. It's not wrong, and should work within the 10.0.0.0 subnet, but the Mach-e might be confused.

Are you sure the USG is offering 8.8.8.8 to the Mach-e? I would expect it is offering itself as the DNS server to the Mach-e, then using its own forwarding policies (which could be the problem.)
There's plenty of things that could be the issue. I would expect the stock DCHP settings to be fine, so I would not recommend overriding DNS servers or such. Some Smart TV's are too smart, and will bypass the DNS Server offered by your gateway. Hard to say.

Did you use the Netgear device as a router or as an access point? In other words, did you let the Netgear device manage the WiFi as it's own subnet so it could use the built-in Netgear DHCP server to respond to the MME?
Ah - just noticed that you provided a dump of the DHCP request and resulting offer.
The DHCP server is not providing everything the MME is asking for - which is fine - but maybe the MME requires the time zone or the host name.
Gotta say that I'm perplexed the tcpdump Is providing a domain...
Maybe the router is setting one or more DHCP options - like naming an NTP server - and the MME is confused by them.
Another thought - the MME might not like the DNS server your DHCP offer is providing. Maybe try tweaking the router to offer a public DNS server... Like 8.8.8.8.

Maybe someday, but the industry seems to have standardized on 400 volts for now. I suspect most off-the-shelf EV battery and power train components are 400 volts. That's important to a mass market company like Ford.
It's a classic cost/benefit tradeoff. As it is, these cars are too heavy. It's not going to improve appreciably until a new battery technology arrives that gives 2 or more times the kilowatts per kilogram... and charges faster. Appears to be at least four years out.
