You cannot use the Ford charger. You must buy an EVSE that is 24A or adjustable to 24A. The Mach E doesn't have a way to change L2 charging current in the vehicle like some other EVs.
Lots of people use the 30A dryer plugs, but they had to buy a 24A EVSE.
Open a case with Ford corporate. At least that way you'll maybe get clearer information and have it all documented. They couldn't work on it if they weren't EV certified. Use a different Ford dealer next time.

Looks like it was a body control module update so yes according to the description could be something to do with the 12v BMS.

Not sure if you figured this out with FORScan already but your PCM part # should be PK48-14F476-FA or you can just type PK48FA. I don't have your VIN so I can't check for sure. It is possible that Ford just has updated these #'s when doing software updates and FORScan doesn't recognize it...
