The generic wiper arms on Amazon will probably work and cost a lot less. Did that for my wife's CR-V after an unfortunate car wash (and I had to struggle to get her to wash her damn car in the first place). Her wiper arm looks nearly identical to mine.

I know of two places in Redmond that have issues for some people. One near Marymoor on West Lake Samm - I think that was from interference, maybe a cell tower, and was fixed - and the other is on 520 under one of the new pedestrian bridges.
My car has this issue since day one. When I went to the dealership last month to try to schedule the HVBJB recall, I brought this up and the service manager wasn't interested in listening to me.

My Emporia will start up again but like you said, not after a minute. When the temps were below 20F, it was adding power for about 15 minutes, at around 7 hour intervals, presumably to keep the HVB happy. The interval got longer as the average temp approached 30F, and then it stopped.
