Step one is to get legislation passed (preferably at the state level) to make it illegal to park in an EV charging spot, including charging and not moving your car after X minutes. Step two is to get signs at the stations stating step one.

And lets not forget that many want money on account, not just billing what you use.

I disagree with your assessment that public chargers are only used by travelers. Where I live there is one fast charging (non tesla) station in a metro area of 3-4 hundred thousand people. It is used a lot by local people. As cheaper EV's become available there will be many owners who can't...

Silly question but "It was plugged in" but was it charging. Either a blown breaker or charger/car fault.

Chrysler got sued years ago because someone (an actor if I recall) got out of the car to open their gate but left the car running and in gear, he got crushed to death. Those of us used to a physical key and shift lever forget to push the button or twist the knob sometimes.
