For those who aren't aware and are able to affect their purchase date, the first-time registration fee for EVs in Arizona will increase by a factor of 20 after Dec 31, 2021. The cost basis upon which the registration fee is calculated will increase from 1% of MSRP to 20% of MSRP for EVs first registered in 2022. For example, the fee charged for an EV with an MSRP of $60k would increase from $24 if first registered in 2021 to $480 if first registered in 2022. The cost basis for subsequent years is based on that initial valuation.

Known as "Section 177" states, those 13 are: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New Mexico, New York, Oregon, Pennsylvania, Rhode Island, Vermont, and Washington.
Arizona adopted California's standards in 2008, but the state repealed them as soon as Governor Jan Brewer took office in January 2012.

It's really just bringing EV fees in line with current ICE fees. The current EV rates are a huge discount.

How do we register our car for a five year period to maximize registration fee savings?
Does the dealer have to register it for five years when they submit the paperwork to the MVD?

When I check online, the "renew" button is greyed out and the description on the registration renewal page says it can only be renewed up to six months before expiration.

When I check online, the "renew" button is greyed out and the description on the registration renewal page says it can only be renewed up to six months before expiration.
Dealers will always register the vehicle for one year at the time of purchase. When you reach the renewal period, you will have the choice of renewing for 1 or 2 years. I have never seen an option to renew for 5 years, though maybe that exists for Alt-Fuel (i.e., BEVs). Also, since the annual VLT calculation is based on the VLT when purchased, and you bought the MME in 2021, the higher rate that starts from January 1 will never be applied to your vehicle.

Ah, awesome! I was suspecting that's the case but was not sure. Thanks for clearing it up.

My other car is an ICE and I did get an option to renew for five years at once a couple months ago. So I went ahead and did it. It's registration is valid till 09/2026 now.

I plan to renew for 5 years when the time comes. I was able to do that with my previous BEV. I think ICE renewal options are related to emissions testing requirements. For example....my pickups are only allowed 1 year renewals where my classic cars can get up to 5 years. My trailers are lifetime. AZ has all sort of different things going on. :)

What's your rationale for multi-year renewals? I've never been offered a discount and when I've cancelled or changed mid-year I have not received full credit back.
No discount. Just convenience. If you sell the vehicle then notify Service Arizona and they send you a check for the unused amount (if any).

Edit: Well, there was a benefit in multi-year renewals to avoid the officer highway safety fee but I heard that fee was suspended or paused recently?

VLT is based on the tax calculation performed when the vehicle was most recently registered to a new owner. So if @Anvesh11 were to re-title the vehicle to a family member in the middle of next year, for example, then the rate is recalculated per 2022's tax rules and those will apply until it is re-titled again.

Yeah I think they fixed that "loophole" so we pay the public safety fee per year instead of per renewal payment. Not positive on that, though.

The other benefit is a small discount on processing, maybe $8-9 per year or so? (Basically just reducing "postage" costs.) And also you don't have to take the time to renew and apply a new sticker each year.

When you sell the car you get a pro-rated refund, it's just that they round down the remaining months (not days) on the tag and they also subtract $12 as a processing fee. I just noticed there's also a penalty for moving the vehicle to another state... No refund at all. That's pretty lame.
