No, not yet, according to him it's "on hold". According to investors (stock price 25% below the offer price) there isn't much faith he will follow through. Good news is Twitter should get $1 billion from him for walking away....
We shall see and doubtful he will pay them anything if he walks, they certainly don't deserve it.
Perhaps, anything can happen, but as with any bid to take a company private, the individual submitting the proposal has to put money at risk. In this case, the offer included $1 billion to be paid if the deal doesn't go through (even if it's because the deal was blocked by regulators). So, it's in the contract, whether it gets paid is no guarantee.. people do like to use litigation to get out of their commitments.
Does seem that way, will be interesting to see where it all ends when the dust settles.
As of now, to best of my knowledge, no money has changed hands and Twitter's many flaws have been exposed, hence, free.
