Ford Delivering Incomplete Mach E to Dealer

After ordering the mach e in May, 2021, it finally was delivered to my dealer in January, 2022. However, the dealer told me that the car is incomplete and still needs parts to be installed by the dealer. Ford has told the dealer do not deliver the car until it is complete. Probably missing some chips. Has anyone encounter this situation?

There’s a seatbelt recall on late 2021 builds. That is the most likely reason imo. That requires installation of new boots, washers or something similar.
