I doubt they'll have the chargers open when they're closed. Public facing doesn't mean 24 hours... there are plenty of chargers around me that are in parking lots that get locked at night or has security patrol saying you can't charge at night when the business is closed (Kohl's, Target, etc.).
That will be tricky..... especially since many car dealerships are behind locked gates after hours and Holidays.
The owners of L3 charge stations will want stations available 24/7 for the revenue to help pay for the (expensive) stations.
My guess is that part of the installation planning will involve re-configuring lots to enable an un-gated loop thru the public facing DCFC charge station. The L2s and Service outlets to test mobile chargers in the shop can be behind gates.
