A Series 3 can run the latest WatchOS, so that's not likely the problem unless it hasn't been updated in a long time.
Latest update a week or so ago. It says watch OS is up to date. My 2016 Ford Fusion is in the garage on the Ford Pass and I can see all the service records, etc. The Sync version won’t do a health check on car anymore as Ford stopped supporting this a few years ago. Maybe 2016 Fusion not supported on Apple Watch?

Then you should be able to run the FordPass app. Are you sure the icon isn't there when you press the digital crown? You may have to scroll around to look for it.

Series 3. My 2016 Fusion doesn’t have Ford Connect or internal modem so maybe this is why it won’t install on watch. The Ford Pass on my iPhone doesn’t offer remote start either. The key FOB does do remote start.
The watch app installing on the Apple Watch will have nothing to do with your car, but you will not be able to do anything with it unless your car is connected. You can try restarting the phone and the watch and see if it installs then. There should be no reason why it doesn't. Or make an appointment at the Apple store to trouble shoot.

Regardless it will be pretty useless to you anyway until you get the car.

It shows the car on my watch, but because I have not paired the phone yet (my car is in transit) I can't do anything with the Mach E.

Phone is paired with car via Bluetooth and works on phone and audio system So car is connected that way. I’ll try restarting both of them.

Yes, but if your car is not a "connected car" with a modem that connects to the internet and cloud independently, there will not be any functionality with the app. I have a 2016 Escape too. I can't do any lock, unlock, start with the FordPass app because my car does not have a modem to independently connect. Our 2018 Escape and 2019 Fusion Energi do.

does an apple watch without the phone control the car? I have cell service in my watch and it would be great to be able to start the car while jogging without my phone on me.

As a note - up until now, it hasn’t been possible to pair Apple Watch with automotive audio systems (except in a few edge cases) as a phone. The reasoning that has been given is that this is very power-consuming and would drain the Apple Watch pretty quickly. The expectation is that an iPhone would be paired with audio systems.
I’m very curious to see if they’ve implemented PaaK with the watch? That would allow you to leave the phone in the vehicle say, if you go for a run.

No . . . read again what I said above. You should be able to install the app . . . but it will be useless to you on the watch without the connected car.

No, that's not what's stopping it from installing. It has nothing to do with what (if any) car is paired. I don't have my car yet, but I have the app installed on my phone and watch. Are you absolutely certain that it's not installed?

The FordPass app on my Apple Watch allows me to perform the basic start/stop/lock/unlock functions on my escape, HOWEVER it’s finicky. It sometimes won’t launch - it gets stuck on a “refreshing” screen, so I think it has to at least authenticate through FordPass on the iPhone.
