They are trying to run a sprint while everyone else is pacing for the marathon. By generating as much interest as possible and creating FOMO, raising prices forces people to make a decision.
In California only a few companies have driverless testing permits, Tesla is not one of them.

Nio will likely be the first to offer the "next generation" hardware capable of level 3/4 operation. This system uses 8 megapixel cameras, radar, and lidar.
