How to install the rear license plate?

I need to install plates on my mme. I bought the silicone wrapped license plate frame for the rear. Not sure how the plugs in the rear for the license are intended to be used. Can someone help?

Our dealer, in CA, did have to put the temp license on the car. We were able to put both plates on with no problem...including a SF Giants license plate frame with the back plate.
