Technical Service Bulletins (TSBs) are different from Power-Ups because any given vehicle may or may not receive these updates. Generally these are installed by the dealer after you have presented your vehicle with some issue present.

I could have sworn I did too to be honest. I have a Job 1 car though, so based on the date of your car it may have been manufactured with features already in place that are still getting pushed out to earlier builds via OTA updates.
