Is this part of the steering wheel easily removed?

Does the part of the steering wheel with the arrows pointing at it (below) remove without removing the whole steering wheel and/or airbag?

Hi Randy, that part does not come off without removing the air bag. Also, it is part of the rest of the steering wheel that has the switches.

Thanks @markboris . I was considering painting the glossy part of the wheel spokes outside body color. I’ve seen some European cars do this and it looks subtle and sporty.
