This is some truly horrifying stuff. I'm in NH and we occasionally get lawn water restrictions (occasionally) but nothing on the magnitude of the OP.
It seems the need for commercial scaling of the tech in the link below is more critical than ever.

I also think we all (not just folks in CA) might want to switch to (or at least supplement with) dry washing our cars. At least during the summer months.
