There is no physical lock cylinder on the Mach-E so the key doesn't need to be cut because there's nowhere to "stick it". This is new so your dealer doesn't realize this yet. You don't need to go back if it's working.

I'm unsure about the US but in the UK you can disable the front passenger airbag to accommodate rear facing child restraints. You can do it with a switch in the glove-box area which accepts the car key as a 'tool'. In the absence of anywhere to actually use a cut key the blank offers the same functionality.

You can use a coin or any other suitably shaped item to do it but the car key has always been a convenient way of doing it as you'll normally have it on hand.
The UK dealers actually have a bulletin which raises an issue with UK cars being supplied without the key blade.
Awaiting delivery but normally it's pretty evident in the glove box.

The metal key provides the loop for attaching a ring so the key can be attached to a belt loop or pocketbook. Without the metal key it can’t be attached to anything.
