You do not have to have the electronic engine noise on. There are 4 engine noise modes: whisper, engage, unbridled, and off. I personally plan to spend much of the time in “off.”
Because I'm an engineer I'm pedantic.

There are 3 driving modes, whisper, engage, unbridled. Each has a fake engine noise associated with it as well as interior graphics/color changes and throttle/braking response changes.

The interior noise can be turned off in all three modes, but you can't take your car out of one of the three modes.

I like them, except the reverse. The beep would be annoying, although who knows how audible it is inside the car.

I'm hoping it'll be noticeable only when the windows are rolled down.

I like the idea, though. People recognise the beeping from commercial trucks and crosswalks, and the cue helps people with low/no vision.
They should make it very low, very loud, and non-audible. That way you don't hear anything...but you feel it. Like your heartbeat in your chest.

Added safety for both the vision and hearing impaired.

Then you'll REALLY feel it as a passenger! I want to turn that on only while showing off the car. :)

No, you can't. And why would you want to turn the motor modes off? Want the ability to have maximum performance? Put in unbridled and leave it there? Want to drive around like the little old lady from Pasadena? Whisper it.

Or am I misunderstanding your comment? That's always a real possibility. :)

I hope there is a way to rev the sound at traffic lights. :p ?
Maybe RTR will sell those military speakers from the Mach E 1400?
