Yes, watch out regarding the registration. The dealer finance people will often make mistakes, and to get the AFV plates, they need to specify that it's an EV on the paperwork. As pointed out, the Vehicle License Tax is significantly discounted for AFVs.

Camelback. AVOID
I agree. I just test drove their demo Mach-E. The salesman directed me in a lousy loop around the block for our drive. I had to ask to allow us to drive through a nearby neighborhood so my wife could drive it too. When we returned, the GM tried to convince us to put down a deposit on an available inbound car with a bunch of dealer adds that I don't want and a discount to offset the ADM. We liked the car, but I don't plan to buy from them!

When I went there to go through the paperwork, they did try to get me to pay about $1,500 invalid fees and $1,500 for dealer installed stuff. The fees were dispensed with because of VLT and the XPlan limit on DOC fees. For the dealer options, I flat out said that I don't want them. Since the car had not arrived, he couldn't even tell me that they've already done them. In the end it seems they did install front window tinting, door edge guards, wheel locks, and (my favorite) Nitrogen in tires. Since I didn't pay for any of that, I was ok with that. I suspect that they install that crap the moment the car rolls of a truck. They did make a big show of making me sign the paper that said that I declined ZAKTEC junk. I did pay them extra for programming the second FOB and ordering window deflectors (paid for by Ford Pass points I already had).

It could be in their favor. Maybe the customer's money goes to the dealer and the dealer separately pays the state the correct, smaller amount.

Chapman charged me some odd number like $101.85 or something like that in state registration fees. But neither the salesperson nor the finance person could itemize it out for me. They both stated they didn't have a clue what was inside that fee.
Quick follow up on this... Today I was surprised with a check in the mail from Chapman for "overpayment of licensing fees." The amount was just under $20... Kudos to them for reconciling that out without me even asking them to.

In case any Arizonans are curious, I think I've finally figured out all the current licensing/registration fees:

MVD registration fee: $8 (per registration or renewal)
MVD titling fee: $4
MVD postage fee: $5.53
AFV plate fee: $8
AFV air quality fee: $0.25 (per year)
Public safety fee: $32 (per year)
Waste tire fee: $4-5??
VLT: $18.96 (varies, see below; it decreases each year)
TOTAL: ~$82

VLT for AFV, 1st year: 0.04% of manufacturer MSRP, or $5, whichever is greater. For my Mach-E, the window sticker is $47,400 so this amount is $18.96 for the first year of vehicle license tax (aka property tax).

Back to the original question. This is what is on the ADOT website. It clearly states that the MachE qualifies as an electric vehicle. The program stopped for Energy Efficient Vehicles, not Alternative Fuel Vehicles. The link at the bottom of the page takes you to more clarifying information.

Glad you got to the bottom of the original question from two years and eight months ago. 😆🤣

I was able to renew my Mach E for 5 years for just $75, but my Rivian was $1k for a year, even though it got the blue plate. The tax exemption is gone.

Yeah that was discontinued 1 or 2 years ago. But existing EV owners that got the original reduced registration fees are grandfathered in for as long as we own the car.

Yes indeed! 😁 Though I still went with the $75 five-year renewal to hedge my bets. ;) Cheapest car registration I've ever paid.
