Do all cars with BC have the same Sync version? if so what is is it? Mine is at 244 (and BC not working yet)
Not necessarily. But the newest version of Sync came out the same time, so it's a good indicator. The latest Sync version (excluding 2022s) is 22034_PRODUCT - Revision: 364.

You're right. FDRS shows no available updates for your car, but looking through your module list, they're definitely not all on the latest version. I've run hundreds of VINs in FDRS, and I've never seen this before. I wonder if Ford has your VIN somehow listed incorrectly in their database.

A lot of dealers can't figure out how to update cars even when the list of available updates is populating properly. I can only imagine how confused a dealer would be in your case. The trick will be to get in touch with the right person at Ford. Hopefully @Ford Motor Company can facilitate that and not just collect your VIN and send you to your dealer.

His build date is March 11, 2021. So he's firmly in Job 1 territory.

I don't think you'll have much luck there. FDRS support is provided by Rotunda. I opened a ticket with them, heard nothing, and then I got an email 3 months later saying the ticket was closed.

Even more annoying, Ford seems to have the FSAs correct for my vehicle

Is there anyway available who can run my VIN? I also just picked up for the update and still don’t have BlueCruise
Looks like your dealer ran a bunch of updates yesterday, but the IPC kept failing. BlueCruise isn't going to work until you can get that IPC updated successfully.

Looks like they're still working on it. They still have a ways to go.

In fact they have a Looong way to go looking at the IPMA and IPC hanging out there. The APIM update(s) will all fall in line after those two are done. And the APIM will repeatedly have updates until Sync 364 is achieved. Also not shown is the GWM (gateway module) which will have updates pop up after other updates have been accomplished. Its a process of "whack-a-mole" until the system arrives at BC readiness with no remaining updates to the IPC, IPMA, APIM, GWM, Power steering and powertrain control modules. The other updates shown would be nice to have done at the same time but because the tech isn't really getting paid to do those you may end up with those still outstanding. All the doors take about 2 mins apiece and about 3-4 mins for the HVAC.

Yea, for Job 1 cars that have been waiting for the update. Other cars get it for 3 years with the cost of that having been included in the price of the car.

The doors are included in 21P22, as are the OBCC, BCM, and RFA, so those should be done as well. With any luck, they'll just keep going down the list and do them all. But we know how that often goes.
