Plant labor is not the constraining production factor.
Agreed. However, the plant won't add a C shift until there are parts and everything else in line to make three shifts run. I figure if they have added the C shift, they've solved the other issues.

Plants operate most effectively on two shifts. You need about 2 hours/day to fix everything that broke in the prior 22. You can easily get 22hrs/day from 2 shifts with O/T. Not forever, but long enough to plan your way out of overwhelming demand.

A third shift really indicates you want to run the plant 24/7 to push through a huge demand that can be supported with part supply, but adding additional plants isn't immediately feasible. 3 shifts not being optimal, the system will always settle back to a 2 shift system whenever possible.

This might explain why Ford Manufacturing leadership has indicated 3 shifts is not on the table for Mach-e. The situation does not fit the 3-shift criterion, and likely won't for quite a while.

That certainly makes sense. You've got to fix things at some point!
