To my knowledge, only Tesla isn't shipping with that connector (on 3 and Y at least?), but they are simply choosing not to. The communications and wires for it are all there, just not the connector. So third parties are selling hack cables for customers who want it.

How else will you use FORSCAN to program an eBay-sourced SYNC 4A unit after yours fails?Nope: It will still have an OBD-II port simply due to the fact that if the OTA updates don't work you'll still be able to take it to a dealership and have it flashed via the OBD-II port.
In addition, it will have to work with all of Ford's existing diagnostic service tools at the dealership so: OBD-II included.
