Do we know for sure that MME doesn't need to communicate to the cloud to verify the passcode?

Yep.
I have used the passcode in an underground garage where there was no cell or wifi available.
PaaK didn't work but the door pillar keypad let me in and the passcode started the car.

The backup passcode in the MME does need a cell connection as far as I'm aware. Which means a Ford server outage would cause the same issue.
It does not.

I've used backup PassCode at a trailhead with zero cell, and my phone turned off. I wanted to be sure I could start it if I lost / damaged my phone on the trail.

thread title is misleading, there was no issue getting into or starting the cars. Only remote functions with the app.

Tesla provides you with two “credit card sized” keycards that open the door and allow you to drive. Basically fobs.

I heard somebody post on FB or Reddit that Tesla home delivered (they simply drop off at your driveway and leave) his new car and he couldn’t unlock the door because of the server outage. You have to use the app to unlock the doors and then use the keycards inside to “PAAK” your phone after.

My 2016 Tesla Model S does not have key cards. It has two fobs. The phone does not connect to the car via bluetooth. It connects to a server in CA. The server connects to the car via AT&T cell data network. I have never used the phone to control the car. I think the changes started with the model 3.

I have PAAK enabled in my Mach-E but will never leave my garage without a fob.

I have no idea where this news is sourced. I'm not locked out of my Tesla and none of my friends are. Even supposing some sort of Bluetooth craziness happens the Tesla key is exactly the size of a credit card so you'd have to be a real moron not to have it on you. Or have it available. I prefer the credit-card-key, does everything the "phone key" does and always have one in my wallet. Car comes with two. I don't see people screaming on my favorite Tesla forum (Tesla Motors Club)... very mysterious.
