Trouble with EZ Pass Transmitter?

Has anyone had a problem with their EZ Pass/electronic toll transmitter not being picked up? I have gotten three letters that I did not pay a toll, when I had the transmitter on the windshield. Is it because of the acoustic glass? I hate to have to get an external mount.

They have to be mounted in the black dotted area on either side of the rear-view mirror. Its the only spot on the glass without the IR coating.
