Remember, whenever a dealer touches your car under warrantee, they are compensated by Ford. So they probably don't want to be cut out of the loop by an OTA process.
I thought this originally but after talking to my dealers service manager he said they'd rather not do them. He said they have plenty of work and software updates don't pay anything so they would rather them do those OTA. I think it is just because OTAs aren't fully ready yet. They haven't perfected the process.

Can you inform us if this is schedule for an OTA through your OTA system. If so estimated scheduled release date.

Is this noise causing any damage to the vehicle when it is taking place and is it advised to get this done?

Yes, according to other comments in this thread, that is actually are talking about "Mode 3" which apparently refers to higher current charging. (greater than 9kw I believe, but don't quote me on that)

FWIW, my charger is a 40A EVSE (Grizzl-E Classic).

Also, as far as I know, there isn't technically a "Level 3" charger. There's L1, L2, and DC fast charging (CCS for us); some call DC "Level 3" but that's not really a thing.
I got this done at the dealer this week. Its TSB-21-2288 for the US it fixes level 2 charging at home and its a big difference in sound when charging. TSB-21-2278 apparently is for the UK and it has different date format. The TSB-21-2288 is coming to Q1 via over the air. I got it done at dealer it was quick and available now under warranty update. Worth getting it now if you are close to a dealer and not to inconvenient.

The fan noise during preconditioning is one of my small annoyances. It's incredibly loud. The charging fan noise doesn't bother me too much, but when you can hear it preconditioning across a parking lot, it's a bit much.

FDRS forces you to update all 6 modules when you do one of the main 6.

That's cool. The language in the bulletin makes it sound optional.

That's awesome that it quieted it down at 9.6kW. I'm dropping my car off at the dealer on Monday for the updates

FWIW I charge on a 40A Grizzl-e Classic EVSE and the reduction was greatly significant. (I'm the one that posted the video earlier: https://www.macheforum.com/site/thr...c-charging-or-wallbox.8773/page-2#post-229399 )

I can confirm a pretty dramatic difference... Charged at 11 Kw, no fan at all...

I just had this done on my car. My car wasn't particularly loud before, but since the car went in for the PaaK and DSP update (posted about it here), I asked the dealer to also do this one since it updates a bunch modules.

Before this update, the fan comes on at soon as it starts charging. Now, when I first plug it in, there's no fan noise at all. The vent flaps still goes through the open and close cycle, I'm guessing it's a routine system check whenever the car is plugged in. The interesting is, after I upped the charge current to 40A on my Wallbox Pulsar charger, it soon started sounding like coolant circulating underneath the car and the fan did come on. I've never noticed coolant circulating before the update.
