In Arizona, a $60K car would normally be about $1,000 for the 1st year VLT. For EV, it would drop to around $25. Every year after that it drops 15%, until it reaches $5. That, plus no emission inspections in Phoenix and Tucson.

Once they find out we're keeping fish in the froot, they'll force emission testing.

That's still pretty favorable. Looks like IL gas tax is $0.38/gal. Average usage is usually around 500 gallons/year, thus $190. That's for road funding in every state, I believe.
I’m sure you use ICE averages (2015 Acura MDX) but the Fusion (2016 Ford Fusion Hybrid) is PHEV. That would affect what I pay in motor fuel taxes and I’m not sure if it’s over $100 or not.

Here in Utah there are extra fees for HEV, PHEV and BEV vehicles.
These are the 2020 registrations fees
Base Registration $44
Hybrid Vehicle +$15 (2021 $20)
Plug-in Hybrid +$39 (2021 $52)
Battery Electric Veh +$90 (2021 $120)

But there are additional fees
My wife's Lincoln MKZ Hybrid $196.75 (includes $110 county fees)
My Chevrolet Bolt $311.75 (includes $150 county fees)

There is also a move to charge additional fees for gas taxes next year.

In WA, it's an additional $225/yr to license a Bolt. Total annual registration is $330.

While true, what's the practical alternative without trying to go through the likely impossible task of installing trackers in people's vehicles? (Which would let out-of-state visitors off for free, among a host of other problems.)

I agree that flat fees are too much for low-mileage drivers and too little for high-mileage drivers. But there's not a good alternative.
There's a pretty simple alternative: Mileage. When you register your car annually, you're already reporting the odometer reading. That should be factored into the amount you pay.

Sure, not all miles may be driven in the same state, but the majority are going to be if you live there for most people.

It's better than the current system: someone who lives on a state border might buy all their ICE gas in the next state over where it's cheaper, but never actually drive there.

There is no requirement to report the odometer reading during registration here. But an annual inspection is required, which does record the current mileage.

Definitely state-by-state. In PA, you have to report the mileage annually, and it's also compared to what's reported to your insurance company and in your annual inspection.

So there's little risk of cheating unless you have a crooked inspection mechanic :p

We don't have statewide vehicle inspection either. But a few counties in/around the Denver area require emissions testing. But that's only part of the state.
