Off-Topic: Titling question about selling a used vehicle

I’m doing my own searching now but figured I’d see if anyone knows off hand here.

I have a classic Beetle that I bought over a year ago that I’m going to let go of because I just don’t have time to restore it. I never registered it in my name because it doesn’t run. I have a title, but it’s in the previous owners name and he filled in my info on the back when I bought it.

Do I need to retitle it under my name before I can sell it or if I give the person the title with a bill of sale, would that work?

I just went through similar circumstances with my kid’s car. I had to get it titled (can do that at Tripp’s, btw), pay the purchase tax that you pay when titling a car in VA, and then was able to transfer title from my new one. Your hand-transferred title isn’t transferrable.
