I think this is the issue. My wife is an authorized user/driver. She must have set up the Connectivity subscription, even though it's billed to me, LOL. Thanks for your help. Looks like an easy fix. Incredibly stupid that I lose control over something that's billed to my account though.

Clarifying that the savings comes from a subscription to the Tesla supercharger network at a cost of $13/month helped a lot. That's $156/yr of fixed cost that you need to offset (and hopefully exceed) by charging at the lower rate. Personally, I don't think I'll get that much usage at Tesla...
