Prior to the new sticker IPASS had a transponder that mounts onto the top of the front license plate on the outside of the car. this is what was recommended.
I just saw this picture of a car in the middle of my dash. It’s useless. I hate it to. Ford should make the dash display configurable so users can decide what information is displayed and where.

I have been having this exact same problem the past 2 months. Brought it to the dealer when it first happened and they said there was nothing they could do.
I had everything updated at the dealer a second time. they told me 5 hours of software updates. Everything seems to be there now and working much better.
I got 1.7.1 a couple days ago. the morning after it showed up I could not charge my car at home. took the car to the dealer. they apparently updated everything, but the car says it has 1.7.1, but no notepad app. So not sure it is actually installed.
Mine is working consistently now too. I just want to take a moment and thank the Ford team for getting on this and fixing it. It is so nice to have level 2 charging working!
