I chalked it up to the brakes not being used much and rusty rotors, as just about everyone has said. I did notice that in reverse, the rusty grinding noise is more prevalent. I'm not going to worry about it.
My noise is absolutely coming from the rear. I also have the same rear rotor feel as you have described. My front rotors aren't a whole lot better because when I do most of my drives, they are longer distances and mostly highway. Bottom line is, I'm no longer going to worry about it.
For the record, I did try shifting into neutral before coming to a stop and the noise was there. Due to this, I fully believe the grinding noise I am hearing in that last few feet is the friction brakes and rust on the rotors, as several have said.

Great information, of which, I didn't know. This does help explain this situation. I will check the brake rotors after I drive. Seems like the actual rotors and pads should last a very long time, unless the driver is constantly slamming on the brakes!

I will respectfully disagree that it is "normal". I've been driving many years (over 40 years) and while I've heard my share of brake noises as well as done brake jobs on just about every common car, this is different.

I believe I have a final verdict on the situation. Everyone seemed to want to know how it was resolved, so:
Once I replaced the original GFCI with a different (also brand new) GFCI everything performed as expected.
Result: The 1st GFCI apparently was defective.

Professionally installed by a very accomplished electrician. I personally bought the GFCI breaker, so I know it was brand new. The non-GFCI was absolutely used, but that seems fine until we can get the GFCI one swapped out.
Update:
The non-GFCI breaker performed perfectly without tripping. Will put a new GFCI into action when it comes in next week. Until then, I have to assume it was a faulty breaker. Will update again after that.
Right now, we swapped out the GFCI 50A breaker with a non GFCI breaker to see what happens over the timeframe previously mentioned. Ultimately, due to it being an "outside" outlet, a GFCI is code, regardless of whether or not the mobile charge has it built in or not (I did see your other reply...
