In the case you described, I don't think there would be any difference in priority. If the dealer is placing an order for their own inventory, that's a different story.
Actually, I was told by Sil-TerHar that there would be a $699 "Dealer Handling Fee". Whether that is officially an ADM or not, it is effectively the same thing. Other than that, I came away with a favorable impression of them.
