IF you get lucky, California has a network of FREE DCFC at Caltrans maintained state freeway rest stops.
Map is old, but I see a lot of them are at the rest stops I have driven to.
Some rest stops have 1 while others have 5 or more.
Speed is not that great, but 40kW is not bad considering it's free.
