This isn't a problem. It's the industry figuring itself out. I like what Colorado is doing. If you put the onus on the manufacturers to collect retired batteries and figure out what to do with them, they will figure it out. The only reason they don't do so now is because their supply chains are all built around obtaining batteries from manufacturers that use new raw materials. They'd have to set up new systems to extract old materials and refine them for reuse. They will likely need to be forced to do so at first. But once those systems are established, they'll be cheaper than mining for new materials and the economics will be there.

The other thing not mentioned, is many battery packs can be repurposed into things like energy storage.

America has been a throw away society for too long.
