FDRS updating

Does anybody in the tri-state area, preferably in Westchester, have the tools necessary to do an FDRS update? I pay for the 3-day license, I just don't have the battery charger or a laptop that's going to work, I do actually have a correct USB ODB2 cable but it's the other stuff that gives me issues.

What does an Fdrs update do exactly?

It updates the modules in your car, it's like a software upgrade for an application. It fixes bugs and makes things work and can bring new features sometimes.
