I have both a tesla charger and a JuiceBox at work and both exhibit the same problem so makes me think it's a mach-e issue.

On initial plug in it will charge at a rate of about 1/2 of what the charger is capable of. (tesla 4.1kW, Juicbox 3.5kW)
But if I stop the charge from the Ford app and then restart the charge it will take the full load (tesla 8.2kW, JuiceBox 7.2kW)

Anyone else experience this?

How are you measuring that? The readings from the FordPass app are unreliable.

Measuring from the app which seems pretty accurate when I check it and it reads something like 6kW added and it’s been charging for 2 hours.
or like today in the attached photo I checked it after being on The charger for 3 hours and had to do the reset. 5:30hrs to get 28kW is not a good average.

Again, the readings from FordPass aren't always reliable. Sometimes they are correct, sometimes they are not. You should use an OBD tool to confirm.

Also, how do you know your workplace isn't deliberately limiting the charging rate during peak demand periods, or when all chargers are in use?

Lots but some are not aware enough to notice.

Welcome to the club that the car does not home charge well at all. Mine has not charged to spec since they installed the stop the charging port from melting software (2+ years). That is fords answer to not spending money on recalls and their gift to their costumers. Good luck getting that fixed. The car charges like defective crap and that is how Ford made it not a safety risk. Just drop power and make its changing power go up and down like a yo-yo. I never get a solid 40 amp charge from the car.
