I have received multiple successful OTAs from Ford just using the onboard 4G.
I was on 2.7.6 and I recently had an update (2.4.3) that did not complete although it showed as successful on my Sync4 screen, But "Update pending" on my FordPass App
Called Ford and they told me that the update was "waiting to be activated" and that I should try and schedule it by selecting a time and day.
The update seems to be ready to be installed again, As I got an alert on FordPass, the instructions advise to connect to WiFi, park the car, lock it and walk away.
Any of you got all their OTAs without ever connecting to WiFi?
Just curious...

Yes, people get updates without WiFi.

A reminder that there's a difference between downloading an update and installing the update.

The only WiFi network my car connects to is at home. However, most of my updates have installed while away from home. This is usually because the time for the car to have full power is when I'm using it… driving away from my home. It may give the impression that installs "only work over cellular", but in practice the downloads happened at my home over WiFi.

Which is to say, whatever communication used to download the update doesn't mean it's installed instantly. Nor do I recall any updates that *require* WiFi vs cellular. It doesn't hurt for WiFi to get the update data faster, but it's not blocking.
