UK Highway Code Changes - Views?

I know I'm opening up a whole can of worms. My personal view is that some of it will cause confusion, especially the relationship between pedestrians and other vehicles.

I'll quote from the last link, "When using an electric vehicle charge point, you should park close to the charge point and avoid creating a trip hazard for pedestrians from trailing cables. Display a warning sign if you can. After using the charge point, you should return charging cables and connectors neatly to minimise the danger to pedestrians and avoid creating an obstacle for other road users."

I presume that it means if you are charging next to the pavement using pavement chargers of some description. Surely it can't mean dedicated charging spaces. To take it to the silly conclusion would you need to display a warning sign so pedestrians don't walk between all the cables lying on the floor between the car and charger in dedicated bays? Also, how should the warning sign be displayed, inside or outside the car, how big is the lettering, what should it actually say so you're covered legally in case someone wants to trip up accidentally on purpose and then try to claim compensation?

Please try to keep the answers reasonable and please don't say that "I don't agree with these changes so in punishment to myself and the nanny state I won't bother to read about the changes as it infringes my civil liberties etc blah blah. The Highway Code is for life and not just for reading to get you through the driving test. :)
